I. General Summary

  • System Supply Chain Logistics, Director manages and directs the Materials Management logistic functions, including inventory management, supply replenishment, receiving, and distribution throughout the University of Maryland Medical System (UMMS) hospitals and clinical and business offices. Ensures efficient, timely, and cost-effective acquisition of supplies utilized throughout the system. Directs the acquisition, distribution, utilization, and disposal of supplies and services within the UMMS to ensure the correct products are available at the correct time and place for the end user’s needs. Provides oversight and direction related to inventory controls, standardized receiving, and distribution methods throughout the system by maximizing the use of our MMIS systems and support technology such as handheld devices. Responsible for an annual spend of approximately $800 million. Responsibilities can include services such as Printing and/or Mail Services.

II. Principal Responsibilities and Tasks

  • The following statements describe the general nature and level of work performed by personnel assigned to this classification. They are not exhaustive of all job duties.

1. Provides guidance and general direction for department operations, working through management staff to ensure accurate and timely work production and the efficient operation of logistics and materials management functions. Formulates policies and procedures to support UMMS’s mission of patient care, teaching, and research.

2. Acts as the primary leadership within the hospital representing the UMMS Supply Chain Management group. Ensures policies, procedures, programs, and initiatives are effectively communicated and implemented between the hospital and UMMS Supply Chain Management.

3. Participates on Supply Chain councils to optimize resource utilization within the hospital.

4. Creates and maintains service standards and performance indicators for receiving, distribution, and inventory management, including mailroom, linen, and laundry services.

A. Ensures maximum value for each dollar spent on supplies and purchased services.

B. Maintains inventory within appropriate levels to ensure service continuity.

C. Develops and implements policies for accurate inventory records and monitors inventory levels.

6. Focuses on the movement of supplies (Logistics) at each facility, while Supply Chain Operations is controlled from the system level.

7. Supervises the performance of Supply Chain management staff, including hiring, firing, discipline, training, development, and performance reviews.

A. Ensures policies and procedures are followed.

B. Establishes and monitors performance and quality standards.

C. Approves hiring, training, evaluations, discipline, and discharge decisions.

D. Promotes a team approach, employee development, accountability, and customer service.

9. Prepares and manages operational and capital budgets, forecasting personnel, equipment, and inventory needs. Monitors expenditures for fiscal responsibility.

A. Sets short and long-term supply chain goals.

B. Controls and reports on supply inventory areas.

C. Reviews cost analyses and inventory reports, proposing changes as needed.

10. Develops and enhances operating systems to ensure inventory accuracy and reflects costs, consumption, and utilization.

11. Conducts audits to ensure operational and economic efficiency, contract compliance, and other metrics.

12. Implements all contracts negotiated by UMMS Supply Chain.

13. Ensures compliance with accreditation and regulatory standards, including Joint Commission, OSHA, and FDA.

14. Represents the department on planning and administrative committees.

III. Education and Experience

1. Bachelor’s degree in Business Administration, Finance, Logistics, or related field required; Master’s preferred.

2. At least 10 years in healthcare materials management or equivalent, with 7+ years in supervisory/management roles.

3. Experience with financial and materials management reporting systems.

IV. Knowledge, Skills, and Abilities

1. Knowledge of quality control, productivity, inventory control, negotiation, ethics, business law, and finance.

2. Familiarity with materials management information systems, word processing, spreadsheets, and basic statistics.

3. Leadership skills in managing professional staff.

4. Problem-solving and program implementation skills.

5. Excellent communication skills for working with hospital staff and external agencies.

Compensation:

Pay Range: $66.98 - $106.96
